The Director for International Safety and Security will have a university-wide scope and responsibility for managing international safety, security, and risk management for Georgetown University.  The incumbent will have responsibility for coordinating, standardizing, and implementing the University’s emergency preparedness and response efforts in the international context, including health, safety, and emergency management issues involving University community members abroad, including those traveling, and those at Georgetown’s international campuses and locations. S/he will work closely with other campus stakeholders on safety and security of students traveling abroad. Serving as the first point of contact for international emergencies, the Director for International Safety and Security has additional duties that include but are not limited to:


Risk Monitoring, Analysis and Assessment

  • Monitors world events, issues, and legal decisions affecting global programs across higher education and communicate effectively with Georgetown University travelers and other constituents regarding any impacts these events may have on global programs.
  • Keeps and monitors current information on students, faculty and staff travelling abroad.
  • Coordinates with Georgetown University travel partners to maintain proactive situational awareness of areas and incidents that would affect University travelers and properties abroad.
  • Coordinates with the Office of Risk Management and the Office of Threat Assessment on threats to the University involving issues abroad or domestic issues related to international concerns.
  • Maintains key relationships with U.S. Government and other organizations to stay abreast of global health, safety, and security trends, ensuring that Georgetown University can respond quickly and effectively in the case of an emergency.
  • Serves as the University internal and external coordinator and point of contact for international emergency response.


Emergency Response and Support

  • Establishes protocols and promotes interdepartmental collaboration to effectively respond to crises, emergencies, and international critical incidents.
  • Serves as the 24/7 point of contact and facilitator for all emergencies that have a nexus to University-related international events.
  • Convenes and leads International EST as needed, including facilitating evacuation decisions to university leadership during emergency and crises.
  • Develops a robust set of contacts (Federal, NGO and International) that can be leveraged during an incident abroad.
  • Conducts after-action reviews following major crises, initiating and overseeing the process of accounting for university travelers during international emergencies (civil unrest, natural disasters), and providing regular status updates to university leadership in conjunction with Office of Global Education (OGE) and the Office of Global Services (OGS).


Policy Development, Review, and Implementation

  • Develops and interprets university-wide policies, procedures, and practices relating to international travel, focusing on risk management, university liability, emergency preparedness, and crisis management.
  • Cultivates relationships with key campus partners who have students, faculty, and staff who travel abroad for the purposes of developing and strengthening policy compliance/execution with international travel policy and facilitating communications with unit heads during emergencies, (i.e. GU departmental list serve).


Outreach and Training

  • Coordinates, with University partners, travel safety training, monitoring and tracking with various campus stakeholders who manage travel abroad programs.
  • Develops and maintains an International Emergency Support Team (EST) and chair the International Travel Review Committee and the ERT.
  • Develops and leads, in collaboration with other stakeholders, educational and training materials for faculty and staff traveling abroad.
  • Participates as an active member in PULSE: Higher Education International Health and Safety Professionals and other professional networks.


Planning and Project Management

  • Develops systems to accurately monitor locations where Georgetown University has interests, such as students, faculty, staff, and facilities.
  • Develops and maintains outreach and marketing efforts to University affiliates who are not currently engaged in international travel safety and security.
  • Oversees developing country specific "emergency evacuation plans" for locations where Georgetown maintains human capital/physical assets in the country.


Other Tasks as Needed

  • Stays current with health, safety, security, and risk management best practices pertaining to international education.
  • Supports the university legal compliance with various laws and regulations related to health and safety abroad including FERPA, HIPAA, ADA, Title IX and Clery.
  • Supports the broader mission of Public Safety for the Georgetown University enterprise when required.
  • Travels abroad to support various Georgetown University facilities and initiatives to conduct international site visits upon request.


Requirements and Qualifications

  • Master’s Degree and 8+ years of experience in global safety, security, risk management and/or international education program management
  • Demonstrated experience preparing for and managing international emergencies
  • Experience writing and implementing policies and protocols to support international health, safety, and security
  • Experience working with diverse populations and international communities
  • Significant experience leading program operations in international settings
  • Excellent verbal and written communication skills and the ability to communicate effectively with multiple constituencies
  • Excellent project management and organizational skills
  • Strong interpersonal skills, a collaborator
  • Excellent computer skills, including proficiency with Microsoft Word, Outlook, Excel, Power Point, as well as excellent analytical/problem-solving skills
  • Strong skills in analyzing, researching and synthesizing data for preparing sound and relevant proposals/analyses
  • Ability to multitask in a dynamic environment with demanding time frames and to balance changing needs with strong policy analysis techniques
  • Ability to conduct rapid response and timely critical decision-making during crisis management
  • Experience in planning and implementing emergency response plans and services for academic activities abroad
  • Demonstrated ability to build successful working relationships with stakeholders and subject matter experts


Preferred Qualifications

  • Experience living, studying or working abroad for an extended periods
  • Working proficiency in a foreign language a plus
  • Extensive experience in managing a wide range of emergency/crisis situations abroad
  • Knowledge of the field of international education/research and institutional policies, risk management, cross-cultural concepts and principles of good security training for academic programs abroad
  • Experience working with constituents from a broad range of cultural backgrounds and perspectives
  • Experience working in a higher education setting
